They were lining up to remove the remainder of the excavation at the North Market. It appears that they made their goal of finishing the excavation by March 31.

But in that picture they are facing the wrong way.

Indeed! That said, there WERE lots of trucks (I counted 8 one day) lined up between Frederick and Jarvis on north side and they were for the Market excavation.
