There are trucks that constantly park in the bike lane on Shuter in front of this as you can see in the photos. There is tons of parking on shutter and a laneway beside. Would they have some sort of permit to do this or are they doing so illegally? If they are doing so illegally, who should I contact as it is constant problem and not one that can be fixed with a single ticket?

I don't have any insights on whether or not they have a permit for such actions, but I'd bring it up with the City Councillor which should be Kristyn Wong-Tam here:
