The Government of Canada is investing over $14.3 million in this project through the Community, Culture and Recreation Infrastructure Stream (CCRIS) of the Investing in Canada plan. The Government of Ontario is providing more than $11.9 million, while the Tamil Community Centre is contributing over $9.6 million. The City of Toronto has contributed land valued at $25 million to the project in the form of a long-term land lease at a minimal cost of $1 plus HST in annual rent.

The project will see the construction of a multi-purpose facility that will meet the needs of many local residents, including the diverse Tamil Community in the Greater Toronto Area. A gym and outdoor playing fields will improve access to recreational opportunities for the community, while a new library, museum, auditorium and multi-purpose spaces will help facilitate educational and cultural opportunities and events.

All orders of government continue to work together for the people of Ontario to make strategic infrastructure investments in communities across the province when needed most.

The location is actually south of the pond pictured in that map, right by Warbler Circle. :)

Also, new TPL branch could be coming as part of the project, "as deemed reasonable"

Tamil Community Centre taking shape in Scarborough needs public feedback, supporters say​

The future Tamil Community Centre (TCC) is taking shape in Scarborough, and on Oct. 13, the public can see for the first time how it might look.

Supporters of the project, which will be open to everyone and got $26 million from governments in July, say they are still working on refining possible programming for the centre, which will have a gym, auditorium, museum, library and meeting space.

Renderings and a predesign study, however, show a place whose architecture will be influenced by Tamil and Indigenous cultures.

Part of the building in Morningside Heights could resemble a ship’s hull covered in copper, a homage “to the Tamil people’s modern histories of migration, refuge, asylum,” and the design also features a central courtyard, the TCC says in a report.

The group is seeking feedback through the website and an Oct. 13 community forum starting at 7 p.m.

An Indigenous village stood on part of the City of Toronto-owned property at 311 Staines Rd. The TCC has been working with Indigenous peoples, particularly the Huron-Wendat and Mississaugas of the Credit first nations, on how to honour its Indigenous history.

A year ago, Toronto city council approved a lease for the land, but the municipal planning process for the building hasn’t begun yet.

Keerthana Rang, a member of TCC’s steering committee, said the group plans to submit a zoning amendment application to the city in May 2022.

Project update and consultation​

Please note our online consultation has been extended to April 5th 2023. Option 3 has been removed following community feedback.​


March 2023

Following our first community consultation, the TCC’s construction cost estimate of a community centre that would meet the requirements of the community (approximately $40M) was based on 2019 construction costs. Based on this estimate, we applied for an ICIP grant to meet 70% of the construction costs. In 2022, we procured a Project Management Office and a Prime Consultant (architect). The consultants advanced the design of the building based on the wide consultations the TCC had conducted among individuals and community organizations. The project team completed an updated construction cost estimate which came in considerably higher than our 2019 application budget. Since the 2019 budget, there have been significant material and labour increases which have had an approximate 37% increase from Q1 2019 to Q3 2022, according to Statistics Canada. These increases are reflected in the current estimates of the construction costs. Similar construction projects are experiencing the same difficulties. The project team has exhausted options to maintain the project within the original approved budget and requires Board approval to amend the design scope of the project to work towards meeting the budgetary requirements.

We are fully dedicated to completing the project. We have written to the Provincial and Federal Governments to see if they are considering increasing funding caps towards ICIP projects in consideration of rising construction costs. We are also exploring potential government grants that can assist in mitigating these increases.
