Société de développement Angus, a Montreal-based company specializing in large-scale urban revitalization projects, has begun construction on their mixed-use Carré Saint-Laurent (St. Lawrence Square) scheme. Located in the heart of the Entertainment District and bounded by Catherine Street, Saint-Laurent Boulevard, Clark Street, and the historic Monument-National theatre, the project is meant to rejuvenate the crossroads of the two 'hands' of the city.

The new 25,000-square-metre complex will house offices, retail, and cultural space in its first phase, followed by a significant residential component in the second and final phase. To open in 2019, Les Halles Saint-Laurent will occupy the ground floor of the building and include over 50 independent shops, magnifying the area's fare options. 

Eight floors of office space — to be serviced by a 175-stall, three-level underground parking garage — are expected to be devoted to operations of the Quebec government's immigration department. The development will also dedicate space for 100 bicycles and five electric charging terminals.

The $115 million CAD project will necessitate the demolition of two buildings on the rectangular-shaped lot, giving way to the glossy design crafted by Provencher Roy. The project was first proposed years ago, but current Premier Philippe Couillard swiftly cancelled the planned work when he took office. When the government realized cancellation of the contract could lead to costly prosecution, a new agreement to move forward was reached.
