I think I am actually a fan of the new one a bit more (by rendering at least). I like how the concrete(?) portions jut out at spots. I think the look, if the image is reasonably accurate, will feel a bit more dynamic when you're standing under it possibly.
 
My guess is that they went with a more solid precast concrete facade for energy efficiency reasons, and also maintenance since this is a rental building. I remember seeing in one of the docs uploaded that it's going to have a sandblasted finish with lots of exposed aggregate so I'll reserve judgement until we see some panels go up. Regardless, I'm always happy to see a tower design with a more solid expression.

The base of the 3rd crane (west end of site) is prepared, filled with rebar and the crane base and seems to be ready for its concrete. It won't be long before we see Crane #3.
