So there are no additional floors? Those top 2 floors are fake? We lost the crown for that? wow...

Good question!

...to which brings me to this question I've been meaning to ask: Could they not have made it more energy efficient without compromising the original design of this building?

I walked by today and I think it is starting to turn a corner and looking sightly better than I thought it was going to turn out over recent months. Still bloody awful though
 
Reading this, I couldn't help thinking of it as being Buffalo's answer to the Simpson mutilation.

 
So how many more buildings are they gonna keep ruining in the financial district? Not every building needs to be sheathed in glass or grey spandrel. We already have more than enough of that to go around in the city.
 
They'll stop when they run out of things to destroy. I suppose they'll re-clad City Hall, the CN Tower, Ontario Legislature, and the Royal York in glass before they deem it 'Job Done'. On a positive note, it looks like they'll be able to restore this building to its original appearance one day. It's sad but not irreversible.
