Fair. Power and frequency. But (broadly) it's the UV side of the spectrum that is dangerous, especially in the "it causes cancer" sense, that most people worry about.

Anu Sriskandarajah, a TDSB trustee and wife of Councillor Parthi Kandavel, should be formidable, as should Zakir Patel, another Scarborough TDSB trustee.
School board trustee is a long-standing launching pad for higher elected (and better compensated) gigs. Notable TDSB trustee alumni include the aforementioned Kandavel, Olivia Chow, Josh Matlow and Kathleen Wynne.

In 2014, Michael Ford was running for council, but dropped out to let Rob Ford run in that ward. Michael ran for school trustee and won. He then resigned that seat to run for council in a byelection when Rob died in 2016. He went on to run for MPP in 2022 and became the Minister of Citizenship and Multiculturalism. Meteoric rise, which I'm sure was all about merit and not about his (assumed) last name at all.

Oddly enough, according to reports the mall is still open for business and people are actively in the food court.

Later reports say the man was found shot to death but no reports of shots fired. 680News

In fairness, though a shooting obviously took place at some point, there was no 'active' shooting incident at the time.
The man was found deceased in the family washroom (private); and the incident reported to police.
So there was no evidence of ongoing or active risk, and the only scene to secure was the family washroom itself.
I feel confident (I certainly hope) that had their been reports of gun fire, the mall would have been locked down/closed.
