The push seems to be on to get the nearby Warehouse District Park done soon, so all the resources going there instead may be why this has slowed to a crawl now.
Different companies looking after these projects, though.

I feel the problem may be at the city level, even if different companies are involved I am not sure they can push for two similar projects to be completed at the same time.Different companies looking after these projects, though.
