Cargo Power-Assisted Bicycles Pilot Extension​

Summary of the proposal​

Ontario's Cargo Power-Assisted Bicycles (E-Bike) Pilot Program was launched on March 1, 2021, as a 5-year pilot in response to significant stakeholder interest. The pilot was designed to evaluate the broader personal and commercial use of two- and three-wheeled cargo e-bikes. The pilot is set to expire on March 1, 2026.

Where permitted by municipal by-law, cargo e-bikes may operate anywhere bicycles are allowed, including public roadways, bike lanes, and cycle tracks. Municipalities may set additional restrictions, such as limiting access to multi-use paths based on vehicle weight or size.

The ministry is proposing to extend the pilot for an additional five years, until March 1, 2031, to continue evaluating the feasibility of cargo e-bike use. This extension will enable MTO to gather additional data to support its ongoing review and analysis of cargo e-bikes, providing a clearer understanding of the program's impact and guiding future policy decisions.

No additional changes are proposed to the existing cargo e-bike pilot program rules and requirements.

Though things can certainly still change as the budget process moves onwards, the Staff "Budget Briefings" are usually a good source of info. I saw in this document they are targeting 24.5 km of new bikeways for this year, as well as 4 km of upgrades. Certainly a lot better than this past year, but still well off the 33 km pace needed to fulfil the 2025-27 bike plan.

Shut your hole Toronto city hall and planning. It’s been since April 2023 that the perfectly usable Lower Don Trail was torn out and left as a fenced off dirt trench. Three years to build a path, to install some stairs on the Dundas bridge and a ramp on the Riverdale bridge. Finish what you’ve started before you dangle further projects.

Nobody around here thinks that the City has done a good job with the Lower Don trail and the poor planning and project management @ Parks is a disgrace but the work on the extension of the Bentway is quite different as it is supported by private funds and, I assume, not being supervised by Parks.
 
Did anyone notice the whole Gerrard East project is on hold thanks to the morons at Queens Park? It involved removing just 2 left turn lanes which is now against the law. This project is already 3 years late.

Yeah. I take some issue w/this project was managed, though that's not entirely on cycling, there are multiple moving pieces here and others were behind in their work.

There are also non City players who affect these things, not necessarily on this project in a narrow sense, but by delaying or advancing some other project they change the priorities at any given moment.

As example of various push n' pull.........the intersection at Bloor/Parliament which was due to get Vision-Zeroed in 2017 is now penciled in for the 2030s.... I can pretty much guarantee by the time this comes up it will have to be redesigned all over again.

Maybe private involvement will help on the Bentway.

As for the Lower Don Trail, here is the city's plan from July 2018. Eight years ago! I expect half the city staffers who worked on this report have retired by now.
