So it will just be a longer more complicated excavation. Makes sense. Are they only removing the contaminated materials under phase 1 first and leaving the rest, or will they remove then backfill the other phases until they are under construction?

the entire site (not just phase 1) must be remediated before any new construction starts.

and the entire site must be shored with watertight shoring before any mass excavation takes place. this is because of the high water table in this area. if the shoring was not watertight, the groundwater from adjacent properties would infiltrate the excavation and cause neighbouring properties to settle. there are multiple ongoing lawsuits related to this on nearby sites.
