Pretty sure the "PRV" is just an internal Waterfront Toronto designation used on their agendas, probably for "Private lands". (From other agendas, EBF = East Bayfront, WDL = West Don Lands, etc.)
 
This is for a 2 floor office and workshop buildingfor GO and the Toronto Terminal Railway (the folk who maintain the Union Station Rail Corrodor); it is going to be on top of the berm (beside the tracks) on the south side. It will be visible from Lower Jarvis/Lakeshore and from the TCHC building (Crombie Park) on north side of the tracks. Access will be from the existing driveway on east side of Lower Jarvis just south of the bridge.
