    I always thought everybody's problem with the Gardiner being a barrier is really a problem with crossing underneath it, specifically, crossing Lakeshore. What if we got rid of Lakeshore completely (underneath the Gardiner in the downtown section) instead. Then, build a nice pedestrian walkway...
