You're right - because of the design 2 units per floor on (1 on north and 1 on south) doesn't have a balcony. I assume the units with a missing balcony will have juliet doors that can be opened to look directly down on the balcony of the unit below effectively ruining any privacy a balcony...

Shame we haven't seen some photo updates from the Government like Metrolinx does for their projects. Lot's of interesting areas within these buildings.
