News release for First Negotiations Proponent is out. Looks like IO really wants people to know these projects are moving forward as typically they wait until Preferred Proponent.


Strabag is also involved in the Highway 401 RER tunnel and built the Niagara Falls tunnel back in the day.

Yup last one was early December so we should see it soon.

Yes, this means that of the three teams that submitted a detailed proposal for the Project, Strabag was the team with the best overall Technical and Financial scores. IO will now negotiate and finalize some initial terms with Strabag to make sure everything is sound which will lead to them being selected as the Preferred Proponent. If IO and Strabag end up not agreeing (highly unlikely), IO will go back to the 2nd place team to negotiate.

Being 1st Negotiations Proponent also allows Strabag to progress early activities such as TBM procurement and design. After the Preferred Proponent is confirmed, even more early works will start and the final terms of the Project Agreement will be agreed to ultimately leading to Financial Close in two/three months.

The PA is not publicly available yet but there are some interesting terms IO has put in to ensure this Project gets off the ground (or under in this case) ASAP.
 
Subway stop at Lawrence is way too deep. Nine stories will be deepest station in system. Not user friendly, especially for people using hospital. Designers need to design bridge similar to Old Mill station. Design to go above Highland creek. System should also be moved slightly to the east. This allows land for future development/hospital. Land east and north can never be developed.

It is definitely deeper than what's considered ideal but I doubt they haven't tried to find other solutions. Having it bridge over highland creek would probably have it run right through some people's basements, and would have more of an environmental impact than they are hoping for. Plus it would cause more road closures and disruptions which needs to be avoided right next to a hospital. I think part of the reason they decided to go so deep was to keep construction at this station as unintrusive as possible.

Would it cause more closures/disruptions than digging a tunnel?

Highland creek is definitely an environmentally sensitive area. The current McCowan bridge is Roughly 7’ above the walking path. Having a higher bridge and a glass enclosed subway structure beside or below McCowan would be the only way to get above the creek.

There are limited areas for redevelopment in this area. Moving the road and subway a little to the east would also leave room for future hospital. Government could then reconsider the plan to move the hospital elsewhere in Scarborough. Building a new hospital while incorporating the subway would seem logical.

Long term construction is going to happen in this area no matter what the plan is. Digging down nine stories in multiple locations sounds like a costly endeavor.

Old road/bridge could be removed when subway complete. This area would then be available for development, hopefully including a new hospital.

Shifting it eastward would still cause a segment of Lawrence to remain closed for longer than a deep tunnel would though it's not just McCowan
