I would guess they prioritized the floor plate sizes by building to the lot line, then had to live with the consequences of not being able to include windows on those walls

I always chuckle when I'm at Tanger - they built such a nice walkable area with no housing integrated and completely surrounded by swathes of parking lots. Just stick 6 floors of housing on top of all that retail, add a grocery store and you're well on your way to a self contained walkable...

Tunney's cluster from the Gatineau side. This photo makes it look like one big dark mass, but it's looking quite good in person.

Definitely a down-grade with this design, but one redeeming quality is that they're attempting to build somewhat of a human scale urban fabric along St. Laurent. Gotta start somewhere with stroads like these
