Doubt it because NCC's restrictions on Rideau are its golden child. They would rather not let Rideau gain any height. Lebreton is free reign since it's an open canvas.

Such beautiful buildings. I can't wait for the tallest one to break ground too but these two are going to add very nicely to our CBD skyline.
