    Yes, but until the tallest of the Exchange Towers is complete, these will be the tallest. Unless M3 is done first, in which case, the Exchange Tower will never be tallest.

    Lanterra had to put in above ground parking, sure. It doesn't necessarily follow that the rest of ground level needs to be a shit show. But it is. So it IS their fault.
