Whoever gave you this info is using an outdated version of the RFP. Unfortunately, it's still not closed. Practically all the P3 RER projects (aside from Rutherford) have been pushed to 2019. Waiting on the Doug Ford seal of approval.

There's now been 3 press conferences at Rutherford for this project (Announcement, RFQ issued, and RFP release). I'm sure they'll also do one for RFP Close, Selection of Preferred Team, and Start of Construction.

The Barrie train I was on this morning had all 12 coaches and the engine with the new colour scheme. Never seen this before and it looked really good.

For anyone interested in a look at the dig down of the Bay concourse, the stairs leading to Platform 9 in the Bay West Teamway provide a great view.

With both this and Vaughan City Hall on Major Mac, they are starting to make a point for the Major Mac LRT. It's a shame there is little to none higher density development planned or in the works between the two.
