If you're talking about the silver tubes with the black and yellow tabs coming out of them, those would be conduits for post tensioning of the concrete. The black tabs with the yellow tips are probably where they will pump the grout into the conduits afterwards.

The "fast and easy" part would affect the rich. I agree that making it more expensive isn't a good solution, but initiatives like more bike lanes and more dedicated streetcar lanes would certainly do the trick.

Steel usually gets sprayed with a cementitious material for fireproofing. But this stuff looks awful, so wherever members are to be architecturally exposed they will often opt for an intumescent paint/coating instead to fireproof the members. I'm guessing that's the difference you're seeing...

70Challenger mentioned trains, which wouldn't be affected by traffic. But your point is well taken. Buses and streetcars (where they don't have dedicated lanes) are certainly affected the same way as cars.
