dare I raise this question again .... how is that possible without even a Shoring Permit?

yeah, but that was almost 3 weeks ago...
 
the City's Building Permit website info is synchornized with the City's computer database either on a daily or instantaneously basis

what this mean is, since the permit application was submitted on Sept 9th, no status changed has occured on this permit

on a separate note, it is not possible for building permits to be pulled in advance of site plan approval and zoning amendment (which are to be considered by Toronto Community Council on October 7th, followed by City Council's adoption and appeal period thereafter
