Why aren't they doing the stretch of 99 St immediately north of 102 Ave? There's another roadscape project that will cover the portion from Jasper to 102, so are they really going to leave that middle stretch as the odd one out, or is there a third project that I missed?

My belief is that these projects are intended to have a perpetual amount of construction and disruption around the civic precinct/arts district.

Question - when was the last time there was no significant construction/impact in and around the square?

So you don't know of any project covering that specific stretch of 99 St? I wonder why they'd leave it out of both adjacent projects.
 
Valley Line Southeast redid the section between 102 and 102A Ave, but the section north to City Hall is orphaned. Maybe it's part of the Civic Precinct renovations.
 
Maybe it is time to 'take a risk' and not completely shutdown entire blocks.

Yes maximum disruption for as long as possible. I don't know if it is because of the limited imagination of the people who plan these things, its easier to do, their ignorance of the impact it has, or maybe they just don't care.
