The Former British High Commission, located at 80 Elgin Street, was acquired by the NCCto become its new headquarters. The project objective is to undertake a thorough interiorand exterior rehabilitation to incorporate Workplace Modernization elements in accordancewith GCWorkplace standards that accommodate NCC employees in a hybrid workplacemodel; and exterior landscape, building envelope, and façade modifications that willimprove the integration of the building into the streetscape of Confederation Boulevard atthis important location.

The former British High Commission building was constructed in 1964 to the designs ofBritish architect Eric Bedford. Its parcel is bounded by Queen Street to the north, ElginStreet to the east, Albert Street to the south, and a small surface parking lot to the west(forming part of the property). Also, to the west of the building is an entrance off AlbertStreet to a vehicle access tunnel into the National Arts Centre’s underground parking garage. The eight-storey building includes seven floors of office space, a main lobby level,a mezzanine level, and a mechanical penthouse. The building is constructed in theInternational Style and features a modular, geometric façade, clad in polished Stansteadand Blue-Pearl granite with extensive glazing. Its massing is rectangular in shape with aflat roof, and while it spans an entire city block from north to south, it is characterized by avery narrow floorplate from east to west.

The property holds a significant place on the Confederation Boulevard ceremonial route onthe southwest edge of Confederation Square. The visibility and prominence of the buildingin the context of the National Capital’s core area are subject to site design requirementsdeveloped by the NCC as described in The Confederation Boulevard Guidelines,Management and Stewardship of our Capital Legacy.

NCC ‘not going to limit’ potential retail options at new Elgin Street HQ: Nussbaum​

National Capital Commission CEO Tobi Nussbaum says the organization will consider a range of potential candidates to occupy two commercial spaces in its new headquarters at 80 Elgin St.
The NCC is slated to move from its current main office at 40 Elgin St. to the former British High Commission building just a few doors south in 2025. The Crown corporation, which now pays about $3 million a year to rent space in the Chambers Building at 40 Elgin, bought 80 Elgin three years ago for $25 million in a deal it says will save it money in the long run.
The NCC’s board of directors Thursday approved plans to continue upgrading the 60-year-old former high commission building in preparation for next year’s move. They include replacing the current entry vestibule on Elgin Street, redoing the roof, rehabilitating the exterior granite panels and creating a new plaza and open space for NCC employees on what is now a parking lot on the west side of the building.

The NCC also wants to create two new commercial spaces on the ground floor, with plans to replace the existing granite panels at the southeast and northeast corners of the building with new storefront glazing and glazed entrance doors on the east facade.

Asked after Thursday’s board meeting what types of tenants the NCC hopes to see in the spaces, Nussbaum said the organization will issue a “transparent” request for proposals from entrepreneurs who wish to pitch their ideas.

“We’re not going to limit what those options are,” he said. “We want to be open to any potential businesses, maybe with a lean towards businesses that really can help activate Elgin Street.”

Designed by British architect Eric Bedford, 80 Elgin housed the British High Commission from 1964 until last January. The high commission relocated to a new building within the Earnscliffe National Historic Site at 140 Sussex Dr., which has served as the official residence of British high commissioners for more than 90 years.

In documents outlining the modernization plan for 80 Elgin, the NCC said the new office will allow it to “present a new face to the National Capital Region and to showcase its public-facing programs.”

It said the ongoing renovations will “dramatically reduce” the building’s carbon footprint and “contribute to a vibrant, urban streetscape and public realm” on Elgin.

It's a dead block walking along Elgin right now so that would be great to have a cafe or restaurant there instead. The Little Victories one block over is the busiest coffee shop downtown
 
The current retaining walls between the building and the sidewalk will continue to be a barrier, impede access and discourage active storefronts/retail unless it is rebuilt.

That's true. Maybe you could get a nice patio at least?
That's what the NCC boards showed on the two corners, but we'll see what tenants they score.

Also worth noting the NCC wants murals on the blank walls on each side. Honestly they are some of the least offensive blank walls in Ottawa, but I won't say no to a couple murals. Will be nice to add some colour to a beautiful, if very grey, mid-century masterpiece.

These are all being taken out and a new, more permeable landscape treatment will be installed.

The goal of the BHC at grade level was security. The NCC is very different.
