Annecy city proper has 51,000 inhabitants for an urban area of 135,000 inhabitants and a metropolitan area of 190,000 inhabitants it is the capital and main city of Haute de Savoie departement.

MK: Another good photo tour here-I was wondering if Departments in France are the equivalent of States/Provinces or Counties in the USA or Canada?

Well, Departement are more the equivalent of province.
Most french departement have under 1 million inhabitants. the least populated "Lozere departement" is under 100,000 when the most populated "Nord" departement has about 2.5 million inhabitants.

Paris city proper is the second most populated departement, but it is a stupid thing, before 1962 Paris and its inner suburbs formed the departement of Seine by far the most populated with 5 million inhabitants. It was separated in three departement Paris, Haut de Seine, Seine Saint Denis and Val de Marne.
With the Greater Paris (fusion of inner Paris with the inner suburbs) this situation will change.
