Seems like those stairs waste a lot of space. We they really necessary?

The stairs can clearly be used as an outdoor cinema, so they are far from a waste of space.

While the stairs ostensibly can be used as an outdoor outdoor cinema, the question is would you want to? The proportions are all wrong for movie viewing. The ratio of the possible screen size to the distance to the back row, is twice any normal cinema.
