It's insulation. That will be the roof of the underground PATH connection ScotiaPlaza-BayAdelaide-TheBay.

The sunken structure looks like they may be putting a reflecting pool there.

It's actually blue tarpaulins. They laid blue insulation on top of black waterproofing on the concrete, laid more black tarpaper and tar on top of that and have recently been laying a dark coloured aggregate and soil in some areas over that. The blue tarpaulins have been covereing the soil and the aggregate. Here is a phort from a few minutes ago with some of the tarpaulins removed. It looks like there will be garden features in the central area.

Looks like they may hold true to the render diagram for tree placement as the actual placement of the soil in the square appears to be exactly where the trees are to be located as set out in the render. The render doesn't show the square as being sunken (other than the stairs at the north end), so I expect they will bring the sunken area up to grade.
 
The building is beautiful, unfortunately because of the choice of glass colour, it's virtually invisible from a distance.

Very little overall impact on the skyline from far away. Sometimes when driving on the Gardiner, you don't even realize it's there.
