The initial plans showed a "potential" CRU at the base of that arm when it was first unveiled and submitted. However, the applicant was pretty non-committal on what it would be, at one point even stating it could be just a booth for security. However, it had the potential to be a food vendor type thing, perhaps even a permanent mini-donut stand. Now, rather than leave a hope for some kind of active use to the public on this building (even if it sat as a security booth until further development in the area took place), we now zero active frontage/uses. :(

Problem with saying this is the outside is what most people will see, curb appeal matters.
Are you saying it's an ugly building or it doesn't look like the renderings? Big difference. It is not a bad-looking building by any means and it will be amazing when the great lawn is completed. This will soon be one of the iconic buildings in Calgary.
