I think that's the public comment period, which is before the city approves the permit. The city has now approved the permit, and it is on the public notices webpage (search for DP2024-04809) for 21 days.
Appeals can be filed during that 21 day period. See https://www.calgary.ca/development/permits/dmap-process.html
Looks like there are 10 days to do.
So I did some sleuthing and it turns out Truman has applied for a partial BP for foundation which makes me think they are doing a "Scotia Place" and proceeding with shoring & excavation right away, regardless of appeal period. Keep in mind, Scotia Place is technically now in appeal period having just been approved at CPC, and has been under construction with those partial permits for 5 months already.
Funny enough, appeals for the big downtown and Beltline towers almost never happen. It's usually neighbours arguing over privacy, shadowing, etc for smaller developments.
