Probably. The site was already demoed, so to clear it and flatten at this point would only be for a construction start. I can't think offhand of another reason.

Not a ton of progress.
Right after I said, there was not a ton of progress, there’s progress today. Dirt has been moved around, and there are flags that have been planted.
Hopefully work will be starting up again soon.
