They are awning windows and are likely limited to a 4" opening due to the exposure below. If the windows were cracked, they would close the street below and it would be all over the news. What you see is a few of the windows open.

no, must be a residence balcony. Sky garden has white tile and near the windows is only 1 row and then green roof. Has a little courtyardish area with benches in the middle. That floor is under construction right now though and only construction access. Also there is talks of putting a roof over it now. Keep the snow out.

I suspect development will start popping up on the north side of 1st ave now that Bridgeland is on such a roll.

Both areas would be nice to see developed. 1st Ave makes the most sense. I don't know if the city will ever give up the lower part of Tom Campbell Hill for development, but it would make a nice spot for some 3 or 4 storey developments.
