The City can approve a DP, but I think this still doesn't mean the development can legally move forward. Only when the restrictive covenants have been discharged off of the title. Not 100% sure on this though.

Same deal with Codetta (24th & Exshaw). Except Codetta isn't under the restrictive covenants so I suspect that might start even sooner. Plus one of the houses caught fire a few months ago so..Construction fencing has gone up and the houses are empty. Demolition looks imminent.

When I watched the council meeting about this (and the other developments on the south side of 24th) they actually approved the DP's so that they could be used in court to justify scrapping the covenant. It was a rather contentious council meeting to say the least.D-map for this site shows 'Permit Pending Release' - after approval back in September 2021.
I assume there was a resolution to the covenant issue.
