Do you know why order was reduced from 53 to 40 ? Lenght of cars cannot be the that much different
The quantity was reduced when they reduced the scope on a bunch of other things (smaller phase 1 OMF, grade-level station at Heritage Valley, etc.) to keep the project within its original budget. They've said they might order more if they secure funding from another order of government, but I dunno if that option is in the contract here or not.

The length is enough of a difference.
As per my previous reply somewhere in here an existing SD 4 car will have the equivalent carrying capacity of a 3 car Rotem. However, a 3 car SD will have higher capacity than a 2 car Rotem.

And this is a bit of silly way of showing it and take it with a grain of salt, but if 53- 24.8m cars with a capacity of 146 passengers was the baseline, that would be 7738 passengers. Divided that by 195 passengers on a 31m car and you get 39.6 cars.

I certainly can come up with scenarios where the frequencies are as is (12 minute Metro Line, 6 minute Capital Line at peak) where 40 Rotem cars and 57 SD's are sufficient and capacity is the same as today with the Heritage Valley and Blatchford extensions while keeping a 15% spare ratio, but it is tight.

I suspect ETS is keeping it to the bare minimum, as noted above by CplKlinger with other reductions in scope. I'm sure there's a preferred scenario ETS has that gives more wiggle room to increase Metro Line frequencies, and the probably allow at least some 4 car Rotem trains or 5 car SD trains.
I don't want to use the word "blame", but that was the way it sounded when ETS Admin was questioned about the lack of replacement bus purchases. U2 replacements were cited as being where they were putting their funding. ETS does have a big job ahead of them to figure out how to fund replacement LRV's and buses.
