It's not that rare...boston has been dominating in baseball and football recently. Toronto was fairly close to dominating 2 sports when the Jays won back to back championships and the Leafs made the final four in back to back years. As you said, many cities have their ups and downs in sports...The Jays and Raps seems to heading the right direction, while the Leafs are falling back down after years of trying to compete for the cup. It's just part of the cycle of building->peak->dismantling->trough.

I can't see the Raptors making the playoffs, and the Leafs will get into the first round if they are lucky.

As TO Tower mentioned, all teams have their ups and downs. With this factored in, I'd say Toronto is definitely a better city for sports.
