I agree not much is going to happen, but the comparison to the quarters is not the best. The city owns the whole development area for exhibition/coliseum and can dictate pace/plans. With the quarters it's a piecemeal of independent owners, many of whom are absent owners who are just holding on for speculation. The city has minimal control of the actual development in the quarters. Nothing will happen with the expo grounds because of the city's limited capacity and stubborn refusal to implement a municipal development corp.
