You come across some neat things while going through archived newspapers, and while not necessarily related to the Winspear, I though some on here might be interested in the project that was originally supposed to occupy this lot.

They only have approved permits in for the footings and foundations only for the underground parkade portion of the building. The Development Permit Dave posted relates to the rest of the building and, given that it has not been reviewed yet, we likely won't see much activity until it is approved.
 
Downtown District Energy Initiative - Update Report
  • "While the technical work is progressing and arrangements have been made to secure the location of the central District Energy plant at the Francis Winspear Centre for Music, the application by ENMAX to the Alberta Utilities Commission (AUC) for regulatory exemption of the Downtown District Energy Initiative was denied" on Aug. 1, 2019.
  • "The AUC stated that ENMAX did not demonstrate to the AUC’s satisfaction that sufficient competition will exist and therefore regulation is necessary." As a result, ENMAX has informed the City it is "no longer able to be the owner" of the system and that ownership "must lie with the City with City Council becoming the regulator."
  • Administration has identified three options to continue the Downtown District Energy Initiative: (A) City owns and finances with a utility partner to design, build, operate, and maintain; (B) EPCOR is wholly responsible; (C) City is wholly responsible. A fourth option (D) would scrap the project altogether.
  • "Administration will conduct further financial, legal and technical analysis for a complete evaluation of Options A, B and C prior to providing Council a recommendation in the second quarter of 2020."
