Should Toronto drop the fair wage requirement for contracted work?

The most important thing that government (in this case it would be the provinces/city responsibility) is to give everyone an opportunity - and what they do with that is up to them (there are of course always special situations - such as those that are mentally handicapped). What I am talking about is an (uncorrupted) educational system where everyone has the ability to acquire the skills necessary to provide for themselves. Fair wages should come from having marketable skills, not from socialized theory about what a job is worth. I would prefer that they take the money that they overpay contractors, and investing it in education.
