Maybe something in partnership with MacEwan University.
Why? My preference is with the City as part of a primary or secondary convention complex. But the field must be clearly FIFA standard and designed for "football" meaning a covered roof of course. The existing convention centre could be purposed as the City of Edmonton Museum.
 
The Quarters area would be fun but I think it's been noted that a stadium like this just isn't used enough days of the year to create enough traffic to be that central. There is a pile of land beside the expo. Blatchford, Clareview, etc.

There are so many spots to build but why not just build something awesome where Clarke Stadium is now. Keep it small enough that the Elks don't get jealous and want to join.

Here's an off-the-cuff thought...
Develop a major sports stadium on the three block area encompassed by the land between 105th Avenue and 106th Avenue (north/south) and 105th street and 108th street (east/west). Because of the wider and longer field in Canadian Football as compared to U.S. football, the playing field (65 yards X 110 yards) more closely aligns with International Football (Soccer -- 75 yards wide X 120 yards long). The boundary and infield striping for both could be accomplished in different colors and highlighted for each sport by aerial projection to further eliminate any confusion. The existing buildings on the site are nondescript, mostly 2-storey buildings. The new stadium, with a retractable roof over the playing-field area, could be depressed below the surrounding street level to accommodate both underground parking and a lower tier seating arrangement, thereby keeping the building profile at more of a human scale (with the exception of a new hotel tower and several condo/apartment towers in corner locations). Street level retail/hospitality would be a huge plus facing widened sidewalks.
As well as professional CFL games and the occasional Grey Cup (9 home games + exhibition + playoffs and an occasional Grey Cup), the stadium could secure a MLS franchise (17 home games + exhibition + elimination rounds + occasional Supporters' Shield). It could also host myriad other events. It could tie into MacEwan U. It could have an underground connection to LRT.

1. Will your proposal take into account a World Cup? Will the new stadium adhere to FIFA standards?
2. How much would it cost to acquire all that land NW of the ICE District and how long will that take?
3. Once this new ICE District Stadium is built, what happens to Commonwealth Stadium?

2. Here's a guess -- $60 Million and a year to assemble if the City and the Province got behind the concept. Meanwhile with "Options" in place design of the structure could coincide with that time-frame.
3. Commonwealth Stadium could be turned over to Edmonton's two Minor Football teams and for outdoor events like hockey, snowboard and ski jumps, Xtreme sports and all of its current uses minus pro-football. Clark Stadium for Soccer Practice and Misc. events.

It would be really interesting to see what Ms. Danielle would do with this considering her offer to help Calgary build a new arena.

Another question for @archited - we've had some major concerts at Commonwealth Stadium: AC/DC, Rolling Stones, Pink Floyd, U2, David Bowie, Guns N' Roses and Metallica among them. Would these acts continue to play at Commonwealth Stadium or will they be lured to the new stadium?
