The filmmaker Harry Sutherland wanted to make a film about openly gay candidate George Hislop's 1980 campaign for a seat on city council. When Hislop lost, the production stalled. When the bathhouse raids happened the following February, he decided you use the event and the protests that followed as the hook for his film.
