They are removing a gravel bar in the river for flood control:

The Centre Street Gravel Bar Modifications project includes removing accumulated gravel in the Bow River located under the Centre Street bridge near eastbound Memorial Drive.
Following the 2013 flood, gravel has accumulated in the river and impacted the Bow Rivers capacity. Removing the gravel in the river will reduce the potential for flooding impacts in Chinatown, Eau Claire and the east end of Sunnyside. It will also reduce erosion risk to the abutments of the Centre Street Bridge, and the right bank of the Bow River at this location.
Crews start work in the river on September 6, 2022 and will be working in the area until November 1, 2022.
