Bloomington will be the next new station, yes. It's not clear if it will have level boarding though as the contract was issued quite a while ago. The project mostly predates RER.

Any, ANY good local service, MUST, I repeat MUST have express service included in it with trains that bypass the local stations.

What, did this writer honestly expect that every train stopping at all stations every 15 minutes would continue out to Kitchener, Barrie, etc?

Those trains would have to be short turned anyways, you cant have 15 minute service at the ends of the line. That would be insane.

So either you have express trains bypassing downtown stations, or trains short turning at the middle of the line.

The latter option is worse, as people from Barrie, Kitchener etc, would have to stop at every station downtown, making their commutes epicly long.

JFC, its like we have to make a big trip for every Torontonian to go visit every city in Europe, the UK and Australia just so they can begin to understand how this all works.
 
Has heavy construction started at Bloomington?

I took the Canadian last December. The train left 4 hours late (big surprise) at around 3am. Being excited, I sat in the dome car to see the sights as the train snaked, back tracked, and finally left the GTA. I stayed up all the way until the train past the Bloomington construction site and finally went to bed.. There's a crane and concrete pillars for the building. With the nighttime and the heavy snow, I didn't see much else.

No. Bowmanville had never been identified as electrified. It is not even 2WAD, just peak service diesel trains.

Wonder how that works after electrification - passengers from Bowmerville will arrive in a diesel train at the electrified portion and switch to an EMU there?

That's a very good question. The EA (which GO has pulled off its web site, it appears) dates from 2011, before RER. At that time, the plan was to abandon the current Oshawa station location and move it to Ritson Road, with peak trains to/from Bowmanville just carrying on. That implies trains going all the way to Union, but whether these would be express or locals is not specified.

Since then the new Oshawa station has been built. One assumes that GO intends to keep using it.

A 2016 statement by Premier Wynne quoted by Toronto Star says 4 trains in mornings, 4 trains out afternoons. For what her word is worth.

The RER BCA document did not treat Bowmanville as within scope, so it is silent.

Most likely will be a dual-mode diesel-electric train that will run express to Union after Pickering.

So no transfer, just Bowmanville -> Union with no stops after pickering.
