Midland is too far from Barrie - perhaps it's near Midland Road in Scarborough on the lakeshore East line?
Adjacent to Scarborough Station? It would make immense sense, there's empty land from old rail yards there, and it would allow the Unionville Line more independence from from the LSE line, by allowing termination off-peak at Scarborough Station, and changing out at that point rather than needing a fourth track all the way to Union. Passengers would have to change onto the LSE line, but with imminent 15 min all day service on the LSE, seats will be available. During peak, when trains are full, service would have to be shoehorned into Union.

This is intriguing...

Addendum: Might be this:
The initial work would extend from about the Agincourt GO station to south of Highway 407. A work yard for the track expansion would be at a leased site near McNicoll and Midland Aves.

Does anyone know why Burlington Transit has yet to transfer bus services back to the south terminal of Burlington GO? As far as I know the project has been complete for a better part of a year..

Ben Spurr on Twitter: "According to the mayor's office, the Environment Minister "has signed the necessary regulations for Metrolinx and the City of Toronto to proceed with the construction of new SmartTrack stations."
So misleading, I'm not surprised of course. The RFQ's closed in the beginning of the month. RFP's haven't been released yet. It's not as if construction can start tomorrow.
 
Metrolinx Service Disruptions Fall 2018
Throughout the fall, there will be a number of service adjustments on the Barrie line as Metrolinx work on the tracks to bring you faster and more frequent GO service. They will need to adjust train trips in order to do bridge, level crossing and platform work. This work can only be completed when trains aren't running, so work will be done over the weekends to minimize the disruption.

Buses will replace trains on parts of the Barrie line on the weekends of October 13-14 and 27-28 as they do maintenance work on the tracks.

o There will be likely one or two more weekends in November that they will need to replace train service with bus service along the corridor. They'll be sure to inform you of these changes as soon as they have more information.

Stay in the know by signing up for their email or text alerts and by checking in at gotransit.com/serviceupdates before you travel.

On the weekend of October 13/14 buses will replace trains north of Rutherford GO. Trains will run between Union Station and Rutherford GO.

o Buses coming from all stations north of Rutherford GO will meet trains to travel south to Union Station.

o If you're travelling from Union Station to stations north of Rutherford, please take the train north to Rutherford, and there will be buses at Rutherford to take you to your destination.

§ If you're taking a bus from Maple GO:

o The bus loop is located slightly above and east of the platform, so you can either walk down the stairs there or follow the sidewalk from Eagle Rock Way.

o If you are using a PRESTO card, then please tap on at your home train station before you board the bus.

o They'll be replacing the tracks at the McNaughton Rd. crossing near Maple GO and the Dufferin St. crossing north of King City GO on this weekend.

On the weekend of October 27/28 buses will replace trains north of Aurora GO. Trains will run between Union Station and Aurora GO.

o Buses coming from all stations north of Aurora GO will meet trains to travel south to Union Station.

o If you're travelling from Union Station to stations north of Aurora, please take the train north to Aurora, and there will be buses at the station to take you to your destination.

o If you are using a PRESTO card, then please tap on at your home train station before you board the bus.

o They'll be working on the crossing at Teston Rd. on this weekend.

Metrolinx is building on existing GO Transit infrastructure to expand service and create an electrified network that will provide a faster and more efficient way to travel.

Most is basically: Transit is neat and I've been catching up but I still can't answer your question.

But there are a couple tidbits:
One of the things that we’re doing on that is back when the decision was made, I think it was 2010, electrification was the way. ... But as it stands right now we’ll be proceeding.

Regarding $3 fares:
It costs some money in the short run but over time we think it’s a reasonable way to go. At the end of the day it will be up to the government to decide.
