Quick question, how wide is the Milton line CP corridor? Can it even support more tracks without needing to gobble up land?
The central portion of the corridor, from the Junction to Rosedale can generally support 4 mainline tracks w/o land acquisition.
Most of the land to the west (Milton Corridor) can support three tracks, and some can support 4.
East of Rosedale, bridges aside, the corridor varies; through the former Leaside Yard, 4 tracks would be a non-issue; in areas east of VP, you would need some retaining walls, but 3 tracks is certainly not a problem, and maybe 4.
There are, however elevated berm sections and bridges which often support only 2 tracks, widening those and/or building additional bridges would be more involved. Though, impingement on private property would not be widespread.
