It would be interesting to look at some proposals for laws regarding the installation of EV chargers going forward.

Initially the city should work to get all of the Green-P lots setup with at least one charger. This should be followed with on-street chargers in locations that are currently underserved by green-p lots, or to fill in gaps. Eventually it becomes a situation similar to ring-post bike post installation (call, request one at a location, they do the analysis and put it in a queue).

In theory all of this should be out-sourced either to a separate company or rolled into the street-furniture program - along with advertising and some sort of billing system based on parking rates and power usage.

As for non-city owned surface lots - there should be a formula taking into account number of spots - with a five year review period for changing the formula. The algorithm should take into account new lots vs old as well as limitations on power in the immediate area (i.e. require new lots of a certain size, but old lots may get a grace period unless running the power would be more than x% of their income or something). The formula could also take into account the usage of any current spots (ie. you don't have to build new ones over time if the current ones aren't getting used).

All new buildings should have to wire all spots, but not necessarily buy equipment to power them. The algorithm for these locations should build on the surface lot algorithm and take into account the usage of the building.

Older buildings of a certain size should be required to retro-fit with the city providing loans or funding to make it happen. There should be a phasing in starting with the larger buildings with higher average rents initially and it should at a certain point it should be mandated that if you request an electric hookup in your building it be installed within a certain period of time (2-3 months).

The city should also be working to move their fleet to electric where possible and encouraging or requiring businesses and other fleets in the city to begin converting (fedex, cab companies, ttc, post office, police, etc.).

The province should be mandating some of this stuff as well...by letting companies know that we will be starting to buy 5-10% of our vehicles as electric by default we will make it known that there is a market and they will be able to get investments to make these things a reality.
