Building permit suggests

Proposal to construct a new 2 storey (plus mezzanine) restaurant, greater than 30 seats. Part of foundation and 1 wall to be reused from demolished building

This is certainly a very slow-moving and quite tiny building. Someone must have very deep pockets, or maybe the food will just be ultra expensive!
