I was once told that it's cheaper to just shut it down and space out the scheduling to give the contractors some leeway to get things done. Then if one part of the project takes a bit longer you don't have to pay the penalties to reschedule. More compressed timelines cost more money. You can always do things in a less disruptive manner, if you're willing to pay for it.

Regardless, I'm glad this is finally moving forward. How badly this was handled is a disrespectful treatment of a gift from our partner city and to Chinatown.
