This site is surrounded by parking; but development may be severely constrained by separation distances, and by shadowing on Victoria Memorial Square park to the east.

Which brings me to the idea that perhaps the parking should be purchased as an expansion of same.

Along with, maybe, the small condo at 20 Niagara (apologies to the residents some of whom were probably pioneers in gentrifying this area).

But it seems like a two-fold win to me by expanding an over-subscribed park, and then protecting and showcasing this lovely building in the process.

Note the parking on the right, and park to your left in this image:
