Are you sure? I've never heard that before. The fountains are a pretty important part of the reflecting pool - getting rid of them would be a mistake.

The second question I can answer fairly accurately. Number of policies proposed by Ford and passed: about ZERO. 10 years of obstructionism. 10 years of other councillors slapping their foreheads and saying "No" for the millionth time.
