I tend to agree with interchange42 on this one... the other likely scenario is that it used to be a ROW for something (I thought I read someone mention a 401/407 connector) and was declared surplus after the city finalized the road network around the site.
 
I think this explanation is corroborated by the road ending mid-parcel, rather than connecting two other roads.

Yeah, now that he comes to mention it, that does sound like an awfully plausible explanation.

But there is a fairly interesting abandoned road in that vicinity, fellahs... though it runs (ran) east and west, not north and south. It's Passmore Avenue, that once (and to some extent still does) ran parallel to Finch and Steeles between them. I've heard tales of some sort of nuclear or radioactivity facility on the closed eastern portion at some time up to the 70s.
