Hope they're planning on selling or developing soon after, but given the area I suspect it will be an empty lot for some time to come... :(

To combat this kind of thing in L.A., the City has tied demo permits to building permits -- you cannot receive a demo permit without first having a building permit in place. Now you can still build a surface lot as a component of the building permit but the LID department requires landscape remediation and a rain-capture program -- all in all a step in the right direction. Also, neighborhood councils are gaining a great deal of say in what goes on for development permits. Edmonton should push for something like that as well.
