Walked by the factory last night, and there were 4 brand new Bi-Level VIIs. 3 did not have numbers, and one sported # 2736.

They are transported on the rails on a CN freight train.
Looks like theres a lot more than 4 cars there, I take it the other ones are just refurbished cars then.
 
Nope, there was only four cars. There was a crew moving them, so it may appear as if more vehicles were present.
 
How about a bi-level subway car? Would it work in super dense cities in Asia or South America?
Not exactly subways, but RER in Paris and CityRail in Sydney and some suburban routes in Japan (all of which have underground sections with high frequency) use double-decker stock.

I remembered this post this morning when I passed by Oakville yard and saw a long freight train with a GO car in the middle.
I only remember that the first 3 numbers were 273... it was certainly one of these.
