Perhaps rust is a bad way of wording it, but it will be designed to oxidize and eventually turn a reddish colour.

There's no question, the first artist's concept is the better looking one for the location. It is tuned to the surroundings and pays tribute to the industrial heritage of the site.
As some pointed out (correctly), the new concept looks like it belongs onto Miami Beach. Do TO builders have no pride and new ideas at all??
Best to put it next to all the cookie-cutter Freed buildings our city is inundated with.
